1. Context and drivers

Germany has committed to reaching climate neutrality by 2045 – a target backed by ambitious energy policy. The federal government’s 2025 coalition agreement sets out a comprehensive programme to transform the entire energy system: from electricity generation to heat supply and from industrial decarbonisation to the mobility transition.

At the European level, pressure to act is also growing: the reform of EU market design, coordinated supply security strategies and the classification of green investments are increasingly shaping national regulatory frameworks.

Shaping future energy markets is an ongoing strategic challenge. Policymakers must create frameworks that simultaneously ensure security of energy supply, support climate goals, attract investment and gain public acceptance. At the same time, maintaining competitiveness, cost efficiency and affordable electricity prices for both industry and households remains essential. Striking this balance is key to securing the long-term economic viability of the energy transition.
