Monitoring Report: Market and Regulatory Environment for Onshore Wind and PV Projects in Germany

The market for onshore wind and PV projects in Germany is dynamic, driven mainly by regulatory changes and market developments. For companies active in project development, investment / transaction, and operation of renewable projects in Germany, it is therefore essential to continuously monitor the regulatory framework and the power market.

Market analyses are at the core of enervis’ daily work and due to the large number of consulting and valuation projects for a wide variety of client groups, we know what is currently moving the energy market in Germany and what the future impacts will be. Drawing on this comprehensive knowledge of the market and regulation, and continuous monitoring of the respective framework enervis regularly produces a monitoring report for onshore wind and PV projects. The report is updated quarterly and covers the most important changes in the regulatory framework as well as current developments in the German power market, EEG tenders, PPAs and renewable M&A activity.

The enervis monitoring report has the following content:

Regulatory update

Overview of newly enacted or adapted national laws and other regulations with particular relevance for onshore wind and/or PV, e. g. the development of:

  • EEG (e. g. tendering rules, tariff evolution, maximum bid values, tendering segments, tendering volumes and volume curtailments)
  • Other relevant laws such as EnWG, StromPBG, Wind-an-Land-Gesetz, …
  • Evolution of climate targets and energy strategies
  • Regulatory framework for land use designation and site definition
  • Rules for project approval procedures and permits
  • Outlook on current discussion of regulatory changes

The quarterly updates of the report enable market players to keep a systematic eye on the renewables markets in Germany, even without investing their own resources, and to react quickly to situations as they arise. This creates transparency and security for planned investments.
