Green hydrogen plays a key role in industrial decarbonisation. However, the economic viability of electrolyser projects critically depends on optimised green power procurement, the structuring of long-term Hydrogen Purchase Agreements (HPAs), and a sound energy market analysis. A central challenge in this context is meeting regulatory requirements for RFNBO-compliant hydrogen. This affects both project developers and offtakers alike and involves complex contractual and energy-economic questions. Structuring HPAs that are both compliant and economically viable is therefore becoming increasingly important.
Drawing on our experience from advising on over one gigawatt of electrolyser projects in Germany, enervis supports your company in developing a customised commercial strategy – covering both the electricity and hydrogen sides of your project. This includes tailored PPAs and HPAs, the tendering of such contracts, the modelling of optimised PPA portfolios, and the management of the entire negotiation process.
Development of tailored PPA and HPA strategies
In joint workshops or comprehensive strategy projects, we define the commercial framework for your electrolyser. In addition to your requirements and the regulatory environment, we address market risks and develop an integrated contractual strategy that aligns PPAs and HPAs for optimal risk mitigation across the value chain.
Modelling
Using our in-house optimisation model, we tailor your power procurement portfolio to enable cost-effective green hydrogen production. The model draws on typical PPA price levels, load profiles, weather data, and power price forecasts, and incorporates regulatory options (e.g. RED II criteria) to deliver a cost-optimised PPA setup. We also advise on further regulatory advantages such as additional sourcing options under § 13k EnWG, grid fee exemptions, and electricity price compensation schemes.
Your electrolyser project benefits from all of our consulting services in the PPA domain, including:
Tendering and sourcing process
We manage the full tendering and procurement process – from market engagement and documentation to implementation – for both PPAs and HPAs. Through our broad network of utilities, renewable project developers, and industrial hydrogen users in sectors like chemicals, steel, and transport, we identify suitable partners, coordinate communication, structure the bidding phase, and ensure systematic evaluation. We take a holistic approach to PPA, electrolysis, and HPA to develop a fully aligned and risk-optimised hydrogen strategy.
Evaluation and negotiation of PPA contracts
We guide you through the selection and negotiation of PPAs with in-depth analysis – assessing key commercial and qualitative contractual aspects while placing your individual risk profile at the centre. We advise on achieving the best economic and strategic outcome and support contract negotiations flexibly – either as strategic advisors or active negotiators. With interdisciplinary know-how and model-based analytics, we support the entire process from initial strategy to final contract signature – including HPA structuring to ensure an integrated overall strategy. You benefit from our in-depth industry knowledge, strong network, and tailored advisory approach.
With our expertise, we support you in making your electrolyser project both economically viable and fully compliant – from initial strategy to successful contract execution.
