Unlocking Revenue Potential from § 13k Electricity 

Electrolyser and Power-to-Heat (PtH) projects in Germany face a complex and challenging energy market. High electricity prices, uncertainty in long-term offtake contracts, and grid-related curtailment risks make it increasingly difficult to establish bankable business cases.

At the same time, the “Nutzen statt Abregeln” (§ 13k EnWG) mechanism introduces a promising but still underutilized opportunity: the use of curtailed renewable electricity during periods of grid congestion. Instead of being lost through redispatch, this electricity can now be offered to flexible consumers like electrolysers and PtH systems—at low or even zero cost.

From October 2024, a two-year trial phase began where electricity is procured at Day-Ahead prices and compensated up to a fixed § 13k reference value. After this phase, a transition to a competitive auction system will take place, with potential to unlock additional price-based advantages for responsive energy assets. This study by enervis quantifies the concrete value of § 13k electricity for electrolysers and PtH systems.
